PERMA is Driver Licensing System implemented in Mongolia. It consists of Drivers’ information
database, client – server application and secure intranet.
PERMA is initiated in 1996 as DLS – Driver Licensing system, by PLB Technologies, and extended in
2001 with new technology and software.
PERMA database contains wide range of driver’s information, including driver’s picture, violation
information and reference information. Client application provides various types of operations following:
o New driver’s data entry
o Edit driver’s data
o History view
o Print licenses
o Control system
o Report generator
o User and security management
PERMA network connection is secured by VPN-1 technology from CheckPoint®. Each authorized user
from any province of Mongolia gains access to Drivers’ database through the Internet. Extension of the
PERMA, made in 2001, gives a possibility to connect to other kind of database such as COOP - Vehicle
Registration System© Mongolia or NATIO - Civil Registration System.
